Civil Rights Movement- fight for freedom and uquality

Rosa Parks- refused to move on bus, arrested,member of NAACP, seamstress
            -her peaceful protest inspired community into action
            -BUS BOYCOTT

Boycott was headed by young Baptist minister MLK

GOAL= PASSIVE RESISTANCE (Ghandi)

1957- Civil Rights Act passed

JFK helped MLK get out of jail ($$ and votes in mind)

1963 MARCH ON WA, 250,000 peaceful marchers
            -I HAVE A DREAM SPEECH

11/22/1963- JFK assassinated, day after he called on Congress for civil rights push

MS Burning- burning of a church by white supremacists, killed 3 Northern students (there to help register black voters)—Johnson and Hoover initially tried to cover it up until bodies were found

LEGISLATIVE BRANCH
National Legislature

Representative Democracy-translate the public’s will into policy in form of law

Bicameral Congress- 2 houses BECAUSE:
          Historical-British Parliament
          Practical-in accordance with population of states
          Theoretical-Checks/Balances of each other

Congress SESSION-period of time when Congress conducts business

ADJOURNED- finished/suspended

The fact that Congress meets year round reduced likelihood of SPECIAL SESSION-emergency

CONGRESS= SENATE and HOUSE OF REPRESENTATIVE

SENATE=very small

HOUSE OF REPS= determined by population

Wyoming has 493,782 people- 2 senators (dem/rep)-1 house of reps member

CALIFORNIA has 33,871,648 ppl- 2 senators, 53 house members


Qualifications for House of Reps member:
25 years old - US Citizen 7+ years  -must live in state of election

Congress- 535 members, 82 women (2006)

Executive Powers/Duties:

Execute the law- preserve, protect, defend the Constitution-Oath of Office

Executive Orders-a rule, directive, or regulation that has the power/effect of law. **Ordinance power

Appointment Power-President can choose/name a handful of employees.
        -ambassadors/diplomats
        -Cabinet members and their aides
        -Heads of agencies- EPA, NASA
-federal judges, U.S. marshals, attorneys
        -Officers of armed forces
--President picks, name is sent to Senate, they vote for approval

Nominationà Senate committee hearingà Senate DebateàConfirmation/Rejection

**Removal Power- can fire people he appoints





Diplomatic and Military Powers

*Make treaties-formal agreement between 2+ sovereign states- require Senate consent/approval
*Make executive agreements-don’t require Senate consent
*Power of Recognition- sending ambassadors to other countries, acknowledging their place in the world
        -revoked=persona non grata- unwelcome person
*Commander in Chief-“almost without limit”
        -give power to their subordinates
        --George Washington was president and commander of troops in 1794
        --Abe Lincoln visited troops on field in Civil War
*Make undeclared war
-“Necessary and appropriate”-Congressà Operation Iraqi Freedom March 2003


WAR POWERS RESOLUTION of 1973
(1) President must report to Congress within 48 hours after committing troops to combat abroad
(2) Combat commitment must end within 60 days, unless Congress agrees to longer
(3) Congress can end combat commitment at any time

THE VETO POWERRRRRRRR
President can sign a law, or reject it!-Congress can override his veto by a 2/3s vote in both Repub and Dem chambers

Powers of clemency(mercy/leniency)
        REPRIEVE- postponement of execution of a sentence
